Sex Crimes Suspect Arrested After Foot Pursuit

On Thursday, April 22, 2021 at approximately 3:56 p.m. the San Rafael Police Department received a call from a State Parole Agent regarding a person who was under his supervision. The agent reported that the suspect, Willie Clinton-Jones, is a convicted sex offender who is monitored via GPS. Clinton-Jones is prohibited from entering any schools, parks, or playgrounds as a condition of his parole. The Parole Agent told San Rafael Police Dispatchers that Clinton-Jones had entered the San Rafael High School Campus. The agent was monitoring Clinton-Jones’ movements and gave updates regarding his location.

 

Officers responded to the area and were advised that Clinton-Jones was near a specific business at Montecito Plaza. When the first officer arrived, he was immediately contacted by an employee of a nearby business. The employee reported that a man had just exposed himself to her. The victim was able to provide a description of the suspect and his direction of travel. The officer quickly located Clinton-Jones near the rear of the shopping center. Upon seeing the officer, Clinton-Jones fled toward San Rafael High School. The officer pursued Clinton-Jones on foot through the high school campus and into a nearby neighborhood. Clinton-Jones ran between houses and began jumping fences. A resident in the unit block of Belle Avenue reported seeing Clinton-Jones hiding in bushes in their back yard. As officers converged on the area, the Parole Agent was able to pinpoint Clinton-Jones’ location at a specific address. Clinton-Jones had entered the lower level of a home on Belle Avenue and was hiding in a workshop. He was taken into custody without incident.    

 

Additional investigation revealed that when Clinton-Jones was initially on the high school campus he inappropriately touched a female student. From there he went to the shopping center where he entered two separate businesses, exposed himself to female employees, and proceeded to masturbate.

 

Clinton-Jones was transported to the Marin County Jail where he was booked for indecent exposure, sexual battery, resisting arrest, and violation of parole.
