Extra Patrol on Kerner Boulevard Nets Drugs for Sales Arrest

San Rafael, CA – On 05/25/19, at 11:40 PM, SRPD Officers contacted Michael Earl Harris, Jr., a 48-year-old San Rafael resident, and Caroline Elise Ruiz, a 34-year-old San Rafael resident, while they were parked in the 2900 block of Kerner Boulevard.  Harris was arrested for possession of methamphetamine for sales and transportation of methamphetamines for sales.  Ruiz was arrested on outstanding warrants.  Both suspects were booked into the Marin County Jail.

SRPD Officers, including SRPD’s K-9 “Harry”, were performing “extra patrols” in the 2900 block of Kerner Boulevard in San Rafael to proactively prevent burglaries and after receiving a request for increased security checks over the Memorial Day weekend holiday.

While officers were checking the area, they located a parked suspicious vehicle occupied by two subjects.  It is unusual for anyone to be in the area at that time since that portion of Kerner Boulevard is a commercial district and most businesses were closed.

The officers contacted the subjects and recognized one of them as being on probation.  Officers conducted an investigation as to why the subjects were in a closed commercial district. 

During the investigation, it was discovered that one of the subjects was on probation.  They also found that Harris was in possession of a large quantity of methamphetamine on his person.  The methamphetamine was packaged for sales.  K9 “Harry” was also used to search the vehicle and no other narcotics or contraband was located. 

Harris was arrested for possession of methamphetamine for sales and transportation of methamphetamine for sales.  Both are felony charges. 

Ruiz was also arrested for outstanding wants and warrants.  Harris and Ruiz were booked into the Marin County Jail.
