On Thursday November 10, 2011, at approximately 11:00 a.m. San Rafael Police responded to a report of the use of a stolen credit card at a gas station in the 900 block of Francisco Boulevard East. The clerk provided a description of the female suspect and the vehicle she left in. The vehicle was last seen entering US 101 north. Officers began to check the area for the suspect and vehicle.
Approximately 15 minutes later Corporal Ryan Cogbill found the suspect vehicle parked in the Northgate II parking lot. Officer TJ Collins found the suspect inside one of the stores within the mall and she was taken into custody. A subsequent search of her purse revealed five fraudulent credit cards. Upon further investigation, it was learned that the fraudulent cards had been used at numerous businesses in Marin County. Investigators are in the process of contacting the financial institutions and identifying the victim account holders.
Rio Frazier, 22, of Sacramento was booked at the Marin County Jail on three counts of commercial burglary, obtaining access card information, five counts of identity theft, and theft by means of a forged access card. She is being held in lieu of $250,000 bail.
